台北市政府與遠雄爭議不休的大巨蛋案，原定今（22日）上午將針對遠雄提出的「工期展延」進行仲裁，但由於遠雄選任的仲裁人施義芳臨時辭任，仲裁庭因此無法召開，北市府代表也感到錯愕，遠雄則表示予以尊重。

施義芳對請辭一事回應表示，由於近其工作忙，不方便耽誤仲裁的事，故請辭仲裁人角色。對於外界質疑是否是不希望攪入北市府與遠雄之間戰爭？施對此否認，並且說，在工程論工程。

北市府認為遠雄已逾3個月改善期限，但遠雄則宣稱，早在去年6月即向郝市府申請大巨蛋工期展延343天，當時包括交通局、環保局都已核准，只是公文到體育局時因市長換人而生變，遠雄在市府否決工期展延申請後提出仲裁。

該案原定在今日上午10時於台灣營建仲裁協會進行仲裁，但北市府與遠雄雙方選定的主任仲裁人姚乃嘉9時40分宣布，遠雄選任的仲裁人施義芳臨時辭任，因此無法召開仲裁庭。

遠雄也緊急召開記者會表示，稍早才得知施義芳辭任的消息，尊重他個人的決定，也將另選仲裁人。遠雄發言人楊舜欽強調，北市府對於工期展延的協商不理不睬，基於保護企業的立場必須進行仲裁，未來換任仲裁人之後，將與北市府方面協商仲裁機構、地點及時間等後續事宜。
